In December, City Council approved the payment to Stephen Fink who candidly described his injury he says was caused by a police officer who fired a 40 mm foam round into his groin area. The impact caused a severely ruptured testicle and put Fink in the hospital. “It has been really traumatic. The physical injury was the least of it even though I spent weeks unable to do absolutely anything but lay on my back in bed,” Fink said.
