Colorado looks at schools' average enrollment over several years.

That will backfire if schools ever start picking up enrollments.

But, yea, as long as parents are taking their children out, that works.

The current problem is that non-English speaking enrollment is going through the roof to the point they are trying to hire bilingual teachers in mass. This of course is being caused by the amount of Criminal Illegal Aliens in Colorado which enroll their kids in (free) school where the kids also get (free) meals and in some cases medical care.
