The DEA received intercepted communication from FBI and Prism. Then they get on the phone and explain to the locals who to bust. Then the local officer uses a traffic stop as a pretext for the big drug bust.

These officers that, "have a nose for drugs," are using this illegally obtained evidence to do this.

This system is also used against innocent people who have large quantities of cash. Some guy won a bunch at the casino only to get a traffic stop and lose it to whatever the fuck that forfeiture law is called.
