Ummm....why would I buy property at any price and then be told what I can or cannot do with it? I am willing to bet knocking that fucker down and putting up mid-tier condos (350k to 700k) on top of store fronts would generate actual tax revenue for the city. But then again, I am just a white man using common sense. I am probably way wrong.

Because its money laundering. If you buy it, you get free money from the state government to run it. You will have a guaranteed base monthly income no matter how empty or full or how little you spend on it. Its basically a modern version of the "projects".
