The ostensible reason is to "reduce" auto theft. The real reason is to immobilize you starting with the most marginal economic actors who won't be able to drive to work. These people will be forced on to public transit adding hours to their commute and reducing their chance of getting their second or third part-time job to increase their income. This will reduce capital and family formation and is the true purpose of this.

The purpose is to immiserate the population.

Pretty much. I once looked into the commute time using RTD to travel from one area of the Denver metro to another area. By car it would take ~40 minutes one way. Using RTD the MINIMUM time would be 2.5 hours one way. That basically makes the system useless for any kind of distance at all.

Time is the only currency you actually have. You sell your time (work) to get currency to trade for things that other people build/cook/do/etc (buying their time). If you tell me I am going to have to spend 5 hours to do something that should take at max 1.5 hours I am going to laugh in your face and tell you to fuck off.
