Pretty much. I once looked into the commute time using RTD to travel from one area of the Denver metro to another area. By car it would take ~40 minutes one way. Using RTD the MINIMUM time would be 2.5 hours one way. That basically makes the system useless for any kind of distance at all.
Time is the only currency you actually have. You sell your time (work) to get currency to trade for things that other people build/cook/do/etc (buying their time). If you tell me I am going to have to spend 5 hours to do something that should take at max 1.5 hours I am going to laugh in your face and tell you to fuck off.

If the goal was actually to prevent thefts, they would get to the root of the problem and get rid of niggers. Therefore, that's not the actual goal they have in mind.
Putting them in jail is not a solution, getting them out of society totally like sending them back to a country with a border where we aren't saddled with their violence and miscegenation is a solution.
