This photo of the conditions shows a dirty bathtub. Cleaning is the tenant’s responsibility, and you can get mildew spray to clean up that grout. A lack of cleaning on the tenant’s part does not make it the landlord’s fault that they live in disgusting conditions. The presence of rats means the tenants are filthy animals who live in garbage. The only responsibility the landlord has is to enforce decent living and then hire an exterminator. Good look getting loser filth who don’t speak English to clean up after themselves. Maybe the landlord shouldn’t rent to such scum.

Electricity and heat are absolutely an issue for the landlord, unless the tenants didn’t pay their bills and it was shut off for non-payment. That’s an evictionable event, and it is on the tenant to remedy or the landlord to evict.

Yes, this guy is a slumlord, but the tenants are responsible for their deplorable living conditions as well.
