Here is a really hard idea.. I get it, you are not going to like it.
How about.. Just hear me out. How about, we take the criminals. We take the criminals, and we put them in jail. For like, a long time, like 10 years. Every time they are caught doing something like this. If they reoffend, it becomes 100 years.
You would be amazed how fast I just fixed your problems. These people only understand a Iron fist. They do not give one fuck about the "social contract" or living in a high trust or safe society. They care about themselves only and where they 'gon get thays' next.
At a minimum. This is 800 families that were fucked over by a group of probably about 80-150 people. Take those 80-150 people and remove them from society.
