Yes, part of that is because of the OVER 4k FUCKING ILLEGALS living in Denver.
They put them in a shelter for up to ~30 days then kick them out.. At which point they are now designateed as "homeless" rather than just "illegal alien" and now can get services for being "homeless". Fuck off back to where you came from.
