This is because a bunch of fucking morons were convinced to get rid of a law/act that kept this from happening. Then they claim that Prop HH would have stopped this from happening. Prop HH would have done JACK SHIT other than allowing the state to take your TABOR refunds (they are forced to pay you back when you are over-taxed, they wanted to use Prop HH to keep that money giving you ~$250 out of $750 you would have gotten while only 'easing' taxes by ~$200).
Bunch of corrupt pieces of shit. Fucking commie state.
They even wave it infront of your face because most people are fucking stupid. If you had a 2 adult household you would get $750/each PER YEAR ($1,500 each year). They would have "saved you" $1,200 OVER 3 FUCKING YEARS... Yeah, the math does not add up.
Voters in November did not support the tax relief measure, which was estimated to save the average homeowner $1,200 in the next three years.

From the post:
"Despite Gov. Jared Polis approving several property tax relief bills after the failure of Proposition HH, Colorado homeowners may still pay an average of 25% more in property tax increases, according to an analysis by the Common Sense Institute.
Proposition HH intended to use the Taxpayer’s Bill of Rights surplus revenue – normally money refunded to taxpayers – to reduce property taxes, fund school districts, water districts, fire districts, ambulance and hospital districts and other local governments."
