That, in itself, will create some version of a "civil war".
It might just be more like gangs taking over areas, the mob coming out of the shadows, groups of people banding together to protect themselves and their families... etc.
Civil war has battle lines drawn. Collapse means total chaos with no official power structures.
Not really. Every "little" group will have their battle lines. That is not really different. No matter what would happen, groups will emerge even if it is just a neighborhood protecting itself. Those groups will merge into larger groups that they either agree with or are forced into.. so on and such. This is not going to be a "American Civil war" type of situation. Things like this are currently happening all over the world and have been for decades. Look to those as a model.
"Collapse" always ends in groups building power and recruiting people and fighting for whatever reason they decide to or are told to. I guess it depends on what you think "official" is. In a situation like that... Official is who has weapons, ammo and food, medicine.
