Sorry to disappoint, but none (none) of prior times "tactics" would be relevant to the present and nearest future situation.

Beyond common sense and understanding the value of network action, there is pretty much an open space to develop what will be needed.

I'd suggest reading some Al-Qaeda and IS publications if you want to learn about such topics.

I'm afraid that those texts would be too fundamentalist to be useful, and are probably not at all compatible with the Western world.

I am saying that if you intend to study the tactics of insurgencies you should study the tactics of insurgencies that actually were successful.
