The higher spiritual laws of moral behavior come from God. They are perceived by prophets and are acknowledged as spiritually true over time by the people as a whole. They cannot be changed or discarded because they are keyed into our essential human nature. If we follow these laws, we prosper; if we defy them, we degenerate. There is no escaping this reality. We cannot continue to defy moral law as a society, because we will cease to exist as a society. To defy these moral laws is societal suicide. A society can tolerate a small number of its members defying the moral law, but beyond a certain threshold it degrades, and we are well past that threshold.
