Seriously though...my view of theocracy is that we have a law given by God...it is then implemented by people as it would be in an anarchical society, with the exception that there is a priestly caste which allows people to stay in a relationship with God despite their lawbreaking behavior.
If the priestly caste is removed as an effective body, you have the book of Judges.
Theocracy is made up of men. Which reminds me of a great quote. Government is nothing more than men acting in concert. Morality and value of government, like any other association of men, will be no greater than the morality and value of the men comprising it. Since government is nothing more than men, it's inherent "authority" to act is in no way greater or different than the "authority" to act as individuals in isolation. Government has no magic powers, or authority not possessed by individuals.
