10 For this is the covenant that I will make with the house of Israel after those days, saith the Lord; I will put my laws into their mind, and write them in their hearts: and I will be to them a God, and they shall be to me a people: 11 And they shall not teach every man his neighbour, and every man his brother, saying, Know the Lord: for all shall know me, from the least to the greatest. - Heb 8:10-11 (KJV)

This is a quote from the Old Testament (Jeremiah 31:31-33), and it applies to us who are Christians – praise God. This New Covenant we are now under, is where God now places His laws into our minds, and hearts, when we are born, and He puts the knowledge of Himself in our minds, so that we all know that He is God, and what the laws are. Some people claim that they have no knowledge of God in their hearts, but that is not so, as God has put it there. A person can deny God for a long time, and become reprobate (Romans 1:28), and lose the knowledge of God out of their minds, but not their hearts. All people now have the knowledge of God in their hearts, and in a crisis situation, even an atheist will find himself calling out to the God that they say they don’t know exists.

This verse is a quote from the Old Testament (Jeremiah 31:34), and it is telling us that no one needs to teach you that the Lord exists, as that knowledge is already in your heart, and that includes everyone. Most of us as children have had times that we looked at the stars and heavens, and wondered about the God that we knew existed. What a wonderful fact, that we are born knowing about our God and creator. Man has had to work hard at denying what God placed into our minds at birth, to be able to be an atheist. I believe it takes more faith to be an atheist, then it takes to be a believer, yet the devil has convinced many that God does not exist, and that we evolved from slime. How dumb can you get! Praise God for giving us knowledge of Him when we are first born.

"And they shall not teach every man his neighbour, and every man his brother,"

What is the point of this quote?

that was my question.

The shortest answer is a few words after you stopped quoting: FOR (i.e. because).

What follows is the explanation: "[for/because] they will all know me."

It's a little unfortunate that the quote didn't start a few verses earlier, say at 8:7, when the author of Hebrews himself begins quoting the Old Testament. For more context, of course, all of chapter 8 could be taken into account, but even in 8:1 we are challenged to look at all of this in light of everything that has been said (that is, the preceding 7 chapters).
