My guess is that the administration is preventing them from using our own technology to defend our own infrastructure. Even Trump was speaking to this very issue. Which means it predates his administration. IMOHO, it's not that China is out pacing us. Simply not possible as it's largely our technology. It's that traitors are preventing us from using our own technology with which to defend outselves.
