Ordinarily you are correct. But in this case it's all about signaling. The US isn't making aggressive military moves nor territorial claims toward China. Which means China is practicing for what they see as inevitable aggressive conflict on their part.
China has no need for anything other than a land army if their intention is self defense.

One could say the same for the US. Hawaii and Alaska could simply have land and air forces for self defense.
The US is an agressor on behalf of the plutocrats who control the American government, and if China gets too big for its britches, there could easily be a hot war over and above the ongoing "cyber" and cold wars.
