This is a theory btw not saying 100% maybe it is a giant ponzi scheme and it's literaly smoke and mirrors to make investors think real buildings are going up I've heard shit like that is going on. I also saw a show where everything is being built by outsiders Australians and German companies getting paid big time to build in china
