I think that's the point. People transferring only 600$ are just trying to live honest productive lives for the most part, and the goal is to keep those people scrambling to survive. People in survival mode are more likely to sacrifice rights for comforts. Evil people will squander tax-payer money and invest it into things that will accelerate the destruction of the human race
