at least a tuner based on how it sounded I'm guessing that's one of those mickey mouse tuners and not an actual ECU tune.

It’s a Honda, so chances are he’s using Hondata and a street tune. There is a learning curve

I don't know that did not sound like a hondata tune to me. I could be wrong though. I was guessing one of those tuners you just splice into the ECU wiring harness.
