Many states are banning old guardrail systems. Remember that the USA has 7.04 million kM of roadway, more than any other country on this planet, and we started laying down turnpikes in 1934. Any authority here can lay down a road, from private companies to the federal government. It's going to take a long while to replace all of that infrastructure.
