The problem is that addicts need to want to quit. If you suspend laws to make their lives more comfortable, they will never reach that rock bottom where they want to make a change. Spending the night in jail is enough of a wake-up call for most people. A 6 month jail sentence can be enough for someone to dry out and desire a change when they’re released. Jails aren’t ideal places for drug rehabilitation, but rehab programs are expensive and hard to get into. The average addict needs several stints of VOLUNTARY rehab to kick the addiction, involuntary rehab is almost useless in breaking the cycle of addiction.

The real solution is to make life not so terrible that people turn to drugs and alcohol to cope. That’s difficult because it means giving people freedom to build their own homes without expensive and limiting permits and zoning rules (the true way to make housing affordable) and make a living without paying 1/3 to 1/2 of their wages to the government.
