When you move out of state, they will send you a vehicle/license renewal. It doesn't matter if you already registered in the new state, the DMV system is so antiquated it can't talk to other state's systems. You are then late on payments and then they drag you to a California Court, which rules in favor of the state and your accounts then get frozen and they start pounding away at your proverbial asshole like a jackhammer forcing you to return to the sate and fight.
