I would imagine that they are worried that the populace at large will realize the game is rigged since so many will have decided to abandon what they thought they knew. That and so many liberal-base people will have expired thanks to their medical experimentation at large. The publicizing of their fears serves two purposes: when they rig and if it is successful, they can claim another movement of the people since so many were 'afraid' of a loss. On the contrary, it also provides an excuse as to why they lost, if they end up not being able to rig past perception, or perhaps setup the stage for a later "we didn't rig it, they did".
