I posted a crappy phone vid webm of this I have had for a long time yesterday and decided to find out what this was from and see if I could get a better clip. Turns out it is from the 2017 Oscars "Red Carpet Ceremony". I found a few versions on TooJoob and shocker, this was edited out of all but one I could find. Whole thing is hosted by talking monkeys. Here is one talking to some disgusting tribeswammin right before Mel came on.
