if they really cared about people wearing seat belts ..and saving lives... then positive reinforcement is much more powerful and effective than punishments to changed behaviour... so they should have random police stops were they give out $10 if they catch you "WEARING YOUR SEAT BELT"...then people would be more likely to wear seat belts... the police side as a revenue collection agency for corrupt government officials who mismanage tax dollars.

the positive reinforcement is when they look at your record, see youre not an asshat of a driver with a string of offences, then say 'no worries, ill give you a warning this time, but next time'

but you will NEVER get that response if your first response is "WHAT THE FUCK ARE YOU PULLING ME OVER FOR?" (Thats what the vast majority of bikers i know get their motorcycles roadworthied on the side of the road for, not because of hteir bike or riding, but because they failed the attitude test the second they opened their mouths.
