What happens in the majority of cases is you are reassigned to the most dangerous patrols inside a hostile environment. When you need backup they are always very late or otherwise engaged with another call. Then, oppsie, you get seriously inured or killed and it's just a terrible crime. For which that corrupt department clearly needs more money.
