Yesterday's technology, today.

This isn't new: governments don't update very much because the money is better spent on corruption, not keeping the current infrastructure working. When it's a choice between fully funding USAID or updating the FAA or rebuiling that old bridge, it's USAID everytime.

All of our infrastructure is crumbling. Building new infrastructure is extremely cost prohibitive due to the rampant corruption in doing government projects. Red tape, kick backs, contractors have to be minority owned, materials to be used are specific and expensive. I could go on and on.

can't snap my finger and get 3000 new atc's. You can get the military to call in and see if the retired military ones would like to come in even on a part time basis to fill some positions for a time till new ones are trained or train more for the military so they can go straight to civilian jobs when leaving, heck a sign on bonus for that job in the military and a basic guarantee that they'll have a high paying job unlike many jobs in the military you'll go straight to work maybe another sign on bonus for the civilian jobs.

I personally think they might want to raise fees for airlines including USP planes coming in so they can keep these towers up with the fees and put them in a trust immediately with a person auditing that yearly, so the trust total and the fees are equal, or the airport gets a shitstorm of attention if they totals are not the same.
