Curious as to what your basing that opinion on.. I'm aware of a few mishaps. I am not aware of any losses in combat.
They can't handle an F-22 (and probably a few other jets) in a merge, but they aren't designed for that regime as far as I'm aware. They are supposed to be in BVR engagements only and provide electronic attack support. Every aircraft is designed for a mission.
