That’s why I got my ham radio license and put an HF radio in my truck. I got stuck in a traffic jam that involved 20,000 plus cars in a small area. Cellphones stopped working the networks were jammed and useless. I experimented with CB but found they are just kids walkie-talkies mounted in a car, good for 1 mile line of sight, maybe four on a good day with a good setup?
