Did you even read the first sentence of the article you linked?

While data shows vaccination is reducing the rate of serious illness due to COVID-19 in Iceland, the country’s Chief Epidemiologist Þórólfur Guðnason says it has not led to the herd immunity that experts hoped for.

The vaccination didn't let to herd immunity but reduced the rate of serious illness.

Do you actually believe the lie that the vaccinations are reducing the severity of the disease? That's bullshit. The Delta variant is simply less lethal than the earlier strain of Covid ... which was less lethal than the common flu, by the way.
