Now that I think of it the National Oceanic and Atmospheric Administration had been under fire for a long time re the amount of taxpayer's money it gobbled up .. looking thru it all it seems they were having a picnic on the Governments buck .. correct me if you think I'm wrong.

  • The center "telescope" looks exactly like a periscope used in the U.S. Submarines which would be deployed just a few years later in WW II.

  • How much of this equipment was used to determine the specifics needed for the Mercury, and Apollo programs?

My understanding is WW2 submarine periscopes used a modified optical system copied from a called a "," that has a lens halfway down the tube that can magnify a very narrow field exponentially, they are still around and are the preferred method of perving on yr neighbors in hi rise tower apartment blocks.
