This is a paradox because if I pick a president, he doesn't run the Nation, he's a figure head. Picking anyone else is wrong, because the Country runs on emergence. That is, it's a group of people who aren't elected but have a stake in the status quo. They aren't coordinated but have incentives to keep things the way they are.
