Yep that's ink and pen cel animation from back in the day.

This seemed very familiar to me as if I saw it when I was very young (though it would have already been decades old when I would've watched it).

I looked up some still frames of it.

First it was said to be MGM Classic Animation from 1937.

MGM Cartoons S06E08 - "la zapateria encantada" (The Enchanted Shoe Store) [6:43] https://ok.ru/video/4406732130966 All other "episodes" from the "seasons" are on there also, but non-English.

Then I found that it was actually Tex Avery animation "The Peachy Cobbler" from 1950.

Tex Avery, I should have known. Was going to say something like "looks similar to the one with the wolf" in the OP but I was lazy and didn't look it up.

It's the Peachy Cobbler, 1950. The 1935 is different.
