Yep that's ink and pen cel animation from back in the day.

According to my AI, MGM was responsible for that piece.

Whoever drew that polished shoe that was getting mud splashed on it did a really good job.

Traditional animation was a labor of love and art. It's a real shame it isn't a thing anymore.

This seemed very familiar to me as if I saw it when I was very young (though it would have already been decades old when I would've watched it).

I looked up some still frames of it.

First it was said to be MGM Classic Animation from 1937.
