Except they likely also drive a car, so the do pay. And legally, they have every right to the road as drivers do, at least where I live. Don’t get me wrong, I don’t care for it either, and no, I’m not a cyclist.
So if I have a car I can just take whatever on the road by proxy? Why do I need turn signals, brake lights, mirrors etc? Why do I need a 50+cc motor to drive legally on the road?
No, I do not believe your first statement is correct. I imagine a horse and buggy would not be permissible for a number of reasons, but I do not know for sure. And again, it is likely regulated state by state. I was speaking only about my state. Bicycles have lights and cyclists are required to use hand signals in lieu of turn signals. And the whole 50cc thing applies, I would imagine, only to motor driven vehicles, obviously of which bicycles do not apply. I am not trying to be contrarian, just trying to stick to laws and or regulations. Yes, it still sucks for motorists to have cyclists on the road. I suspect cyclists think the same thing about motorists lol.
