Slow down when you're being tailgated.
Or better yet. Pull over, and let them pass you. Especially if you're on a mountain-road and there isn't enough visibility of the road ahead to safely overtake.
You might think he's an arsehole, but he'll be very thankful to you, and you'll be just as thankful when you're stuck behind something like a caravan and they do the same.
I've had a stubborn tailgater once that was determined to follow me. Passing lane came and went, I even slowed down and she still wouldn't pass. So I pulled onto the shoulder and nearly stopped... she still followed, but went around and sped off as I was coming to a stop. She also had her high beams on the whole time, blinding me through my mirrors.
She didn't seem to like it when I caught up and returned the favor!

Yup. Kinda says it all. My wife (and every driver in China) is exactly the same.
Just curious, but did you use your indicator? If she followed you as you pulled over with your indicator on, then that's a completely different level of crazy.
High beams are a real bitch at night. At least you don't have to deal with drivers leaving them on all the time, including when stopped at stop-signs.
Another thing you can try (provided there's no other innocents behind you), is turning on your rear foglight. It's not as bad, but it's still bright, and will be very annoying to the other driver who will [hopefully] get the message and turn off their high beams.
As someone who lives 7 miles up a winding mountain road with a 20mph speed limit, bless you. It’s amazing when people pull off to the side to let me pass, and I do the same when someone clearly wants to go faster than me.
