He could have gone full redemption+alpha and put RFK to both redeem himself on the vax issue and open up the can of worms of the Secret Service, CIA and similars. RFK is less useful than Bowman, but symbolizes much more.

My guess is Vance was already picked, and that there was a plan to announce it, but the assassination attempt presented an opportunity to move the announcement up. Makes sense you would want to put the momentum of such a big event to good use.
