$150 for a dongle seems a bit steep
A Raspberry Pi. Is not a dongle. It's a full fledged computer. On a single board, really small, easy to run and use. Designed originally as a cheap way to teach coding, it exploded massively. Now people have them doing all sorts of shit you don't need a whole real computer to run.

You arent going to do that with a monitor and PC easily. Moving you firmly back into TV range. if that is a real consideration.
Then however, all you are going to get is shit that spys upon you. It is the standard, they do not get made without really. Many will work without internet connections, but lose most of the "features" and some set of those will complain at you, visibly on the screen at inconvenient times that its internet connection isnt working...
I have seen newer televisions that needed an internet connection to work though. Army buddy, just bought a new one, to get all the initial setup done, he had to provide it a wireless connection. He doesnt care, I was dumbfounded. I believe it was one of those high end LG models.
Research carefully.
