I commented on your generalized question in a general way since there were not enough hard constraints to do otherwise. That was logical and reasonable for back-of-the-envelope level science. In actuality, the answers are complex and hard to arrive at, but with a generalized concetration level thought experiment as I laid out, the roughness does suggest the fear should be minimal. There are just too many variables to work with, but it does indicate that the whole thing is blown out of proportion for the sake of fear. I've worked in a chemical plant that produced vinyl chloride. I don't recall there being a pick concern with it like with other materials we used or produced. I'd have to get the safety datasheet to see where it lands, but I'm quite sure it's not that bad and isn't going to stick around in a toxic form for very long. It's all about exposure amounts and time. That's what makes the difference in these events.
