I need a place that I can point a domain that I own to, and host a simple website. No databases or fancy stuff, just some html and css. Maybe $10 a year with limited bandwidth.

you can build a site and post it (open-source) on github for free.

and it will be the actual domain name that loads the site. no redirects.

watch some videos on jewtube on how to do it.

I have a site up like that.

but a static website is pretty easy to copy anyway.

Yes. There wouldn't be anything there other than some images and static code, so who cares if it gets copied. It's not like I didn't steal the template from someone else.

Also you can just use a dynamic dns service and host your site on a computer on your own home network.

I already do that with things for my own consumption, with a let's encrypt cert. Nice thing about it, it's only 90 days but certbot does it automagically so you never see any interruption.

But that being said, not pointing public consumption at my private webserver. I need something that's up when my internet is not.

Nixihost, $6 /mo for their basic shared. I've also used Hostinger (we called it Host-nigger at my house) super fast site loading times, also 6.99 when you renew, cheaper than that for the first year.

The domain registrar I have provides hosting for less than that. I'm looking more in the 10-12 range / year.

It'll cost you more than that for the domain registration.

I have a domain. I've had it for probably the better part of two decades now, I've used it as an email service. I just need a little space for a personal project.
