I haven't had to buy office casual / business casual clothing in quite some time, but I used to buy dress shirts and casual pants from pretty regularly. Never had a complaint about the quality.

He asked for business casual. Unless I have a different definition of the term, the casual pants and dress shirts are what he's looking for. I've also bought jeans from them, but I wouldn't consider that business casual unless it's what we used to call Friday Casual.
Lol, Boot Barn is about as business casual as I’ll get. Wrangler. Wrangler. Wrangler. Blue collar straight out of thee holler. The only paper I push is what I use is to wipe my ass with. Thank God done seen fit to find a place for idjiots like me! ; )

Got some extremely good shorts from macys that were $70 each. Was no way around it, they really were that much better.
A ton of actual good / really good plain color shirts for $3 each from a burlington type store.
Some old navy crap.
Lots of burlington random stuff including a damn nice coat that had a $300 tag on from nautica, it was that good, went up to the counter it was $30.
Jean pants from lee, the only brand left that sells jeans with room left for balls and doesn't have shiny shit all over it / "designer" marks.

I typically wait for a sale at Penney's and then buy a crapload of them. Sometimes I'll order online.
Trousers... It's not typical business casual, but I almost exclusively wear black jeans. I studied martial arts when I was younger and wound up more flexible than average, and as a result keep tearing the crotch out of normal slacks, lol. Get in the car? rrriiip "Dangit!" I'll buy those online usually.
You can sometimes find great buys on nice polo shirts and khakis at Costco. The Kirkland brand ones suck, but they sometimes have $50-60 golf shirts for like $10-15.
Have had decent luck at places like goodwill and other places like it. May take going to multiple stores and trying on many articles of clothing to find something that fits/is stylish/relevant to what you're looking for today.
I really don't have many clothes like that and I don't see the point in spending big money on things like suits and so on. Things like button down shirts, ties, dress pants and so on, I just don't go places that dressing like that is "required."
Have also picked up plenty of "work" clothes at places like that. Things I don't mind getting dirty/destroyed. 5-10 for a shirt that was 50+ brand new? Sure, why not.
(I don't like goodwill's business model anymore. They changed and have been chasing the all mighty dollar for some time. Idk when it changed, but there are other stores like them and I prefer those stores. Just used them as an example of what kind of store I'm referring to. Places where the stock has been donated and the stores are using that income for community services. Church associations, community outreach places, etc.)
My designer is Kirkland by Costco.
End of season sales at any retail brick & mortar are a thrifty way to round out the closet. Timing is everything on that front. If you're in close proximity, Outlet Malls have lower prices than their traditional mall counterparts.
