I think Eskimos are a different extreme. In the Arctic tundra there was insufficient growing season to allow for the growing of food and fodder crops necessary to survive over winter. That left them tied to a hunting lifestyle, in which intelligence above that needed to hunt was unnecessary.
Indians lack of more sophisticated technologies in more temperate areas would be evidence of the innate, or previously evolved, mature of higher intelligence of Caucasian and Arian people.
