The App you are looking for is called Navigator Free. I also believe it could be under MapFactor You do not have to be online for the navigation to work and they update the app frequently. I believe it is the same as Tom Tom as they keep offering to use their map system. The app used to use Google Maps for the mapping system. But they got kicked off the platform. Probably because they were competition for Google. I have found the accuracy to be very good. But it does not give real-time traffic info.
