Two factors, first is covered in this thread, and that's reduced demand due to the recession.

Second is that Republicans are in control of the house and have investigative powers. Notice how as soon as Republicans said they'd start investigating things, Dems went from "Who cares how expensive gas is? It motivates people to buy EVs" to "look at those gas prices fall!"
