I think this is true in many cases. But no one is even trying to bring such a suit, to my knowledge at least. I also don't think that every judge in the system is corrupt. If all of them were, then the government would never be found guilty of anything, and that's not the case. My larger point, bring a suit (or several suits) and then force the DS to openly show just how corrupt they are.
