The former I'd recommend having a look around XDA Developers site for your phone model, the latter, reset it to factory stock, remove SD card... create new acct, take few snaps, movies, wipe, rinse / repeat a few times, and it will be safe to sell it.
If not worried about selling it, just microwave the thing.

Have you tired CCleaner? I would start with this one. And if it's not good enough (sometimes a program is good, and the next year they make a new version and it's absolute shit) I would then try "All-In-One Toolbox" and "SD Maid"
