It's illegal to transfer ownership without doing ATF paperwork through a Federally licensed firearms dealer, new or used.

That's crap, almost no one in the midwest does that crap that i know of. Maybe in some commie shithole sure, but not in most of the states i can think of. Not even fucking Colorado enforces that crap
You can/could bypass the FFL transfer by buying at a gun show down here. It's a hassle as you have to wait a few days, and pay Uncle Sam hustle man a few extra dollars.
You could apply for your own FFL license. Certain ones even let you manufacture full auto weapons provided you pay for a special tax stamp.
My state has private sales between owners. Do you mean for new guns?
