Most weapons on military bases are locked up in armories most of the time. For most training scenarios there is no live ammo involved (maybe blanks). Whenever live rounds are involved it is in a very controlled setting. Some personal on guard duty at armories and such might have live rounds. The "Officer of the Day" may have live rounds for his side arm. Otherwise the only personel with live rounds would be MPs actually on duty.
