Depends on what you mean by waterproof. Do you mean that they can get wet and be full of water without being damaged or compromised, or that they can keep your feet dry even in wet conditions? For the former I'd say Teva kayaking shoes might be good, for the latter you're going to need well-made boots, there are no substitutes.
