If society were being run in the most productive and healthful manner, alcohol and all other mind-altering drugs would be prohibited to everyone. There was an attempt in America to achieve such a perfect society, probably the only nation in the world where it could have been attempted, and it failed miserably. People want their booze, they want their drugs, they want their perversions and pettiness and gambling and other vices. Only religion keeps these social cancers somewhat in check, and today we have abandoned religion.

religion lacks tangible consequences and its only tool for correction is shame. It's abandoned because its useless at a large level. Might be handy on a small community standard but if shame is local then you just get transient degenerates. ie liberal cities too big to form a community.
